Government Capacity Building
Overview
Top Mountain has delivered capacity building and training to the Kurdistan Regional Government designed to improve service delivery by improving skills in key areas (e.g., Planning and Budgeting, Management & Oversight Techniques, Leadership, Communications, Gender Equality and Public Relations). This training supported the USAID/Governance Performance and Accountability (IGPA) Program’s goal of improving management and oversight within the Ministry of Planning, Kurdistan Institute for Public Administration (KIPA), Ministry of Electricity, Ministry of Health, Ministry of Municipalities, as well as of local NGOs.
Activities
Provided specialized training to the Kurdistan Regional Government, enhancing their capabilities in essential domains like Planning, Budgeting, and Management.
Delivered tailored programs to improve management and oversight techniques, targeting key institutions such as the Ministry of Planning and KIPA.

Offered expert guidance and training in public relations, enhancing the external communications and reputation management of institutions like the Ministry of Health, Ministry of Electricity, and Ministry of Municipalities, as well as local NGOs.
Results
Through its strategic capacity-building initiatives, Top Mountain has brought about a transformative impact within the Kurdistan Regional Government. Key departments, including the Ministries of Planning, Health, and Electricity, have achieved a measurable improvement in their capacity to deliver services, benefitting from enhanced skills in planning, budgeting, and management. The targeted training sessions not only fostered better leadership and communication techniques but also championed the principles of gender equality. As a result, these institutions have experienced optimized intra-departmental collaboration, stronger external communication strategies, and an overall increase in efficiency and effectiveness in serving the public and achieving the USAID/IGPA Program’s objectives.
